I am chief of staff at the Secretariat of Sport of the State of São Paulo, Brazil.

Before that I spent more than a decade on both sides of the counter in Brazilian sport: legal manager at Paraná Clube, running women's football at Itabirito, and infrastructure and operations at Sport Club do Recife, at the Ilha do Retiro stadium. I have hired, fired, built departments from nothing, and made decisions that were expensive on the day so they would not be more expensive later.

That is what I write about here. Not what Brazilian football ought to do in theory, but how decisions are actually made inside a club: with incomplete information, no money, crowd pressure, and a deadline that was yesterday.
